Background

CBA Project is financed by European Union and co-financed and implemented by UNDP. Its overall objective is to promote sustainable socio-economic development at local level by strengthening participatory governance and encouraging community-based initiatives throughout Ukraine. It is achieved by local communities and local governments by undertaking joint planning and joint implementation of community initiatives. First phase of the Project started in 2008 and was succeeded by its second phase in 2011. The Project has been operational in 25 regions, 264 rayons, 1108 village/city councils and 1109 local communities of Ukraine. More than 20 universities across the country have partnered with CBA Project to utilise CBA experience into their curriculum. The project period is until May 2015. The third phase of the CBA Project (CBA III) has begun with 42 months duration. It carries expanded vision over previous two phases and will be implemented throughout Ukraine. Expanded vision includes project interventions in rural areas, in urban areas and in the areas of knowledge management. Vision of the urban component is to promote a) community based approach to strengthen municipal governance; b) community based approach to improve energy efficiency in urban housing through normal and optimal technical solutions; and (c) innovative governance practices and technologies in Ukrainian cities. Urban component of the Project is comprised of technical and non-technical staff led by the Urban Development Specialist. Urban Governance Officer implements the vision of the Project on innovative governance and technologies. Detail about CBA-III can be found at www.cba.org.ua/three.

In this context, United Nations Development Programme is recruiting a professional with relevant experience and track record for the position of Urban Governance Officer.


Duties and Responsibilities

Under the direct supervision of International Project Manager, the incumbent will:

  • Establish network of project-partners at municipal, regional and national levels and provide professional platform for further networking and partnership building between the government, local authorities, civil society, and other development organizations in the subject area to achieve progress in project implementation;
  • Work directly with the municipal authorities to promote implementation of innovative governance practices at the municipal level;
  • Facilitate selection of the municipal micro-projects eligible for the project support following competitive procedures;
  • Facilitate the work of engaged consultants/experts to prepare the collection of the best practices of the project and information communication materials;
  • Support in internalization/replication of the successful practices by municipalities and adoption of the public recommendations by the local authorities;
  • Provide support in development of necessary training materials and implementation guidelines for municipal authorities;
  • Provide support to the development of web-page devoted to the collection of the best practices of public monitoring on administrative service delivery;
  • Organize special visibility events within the scope of Project activities in urban areas;
  • Report on progress in the areas of responsibility and provide advice on effective project policies and procedures;
  • Promote project through stories, articles and other PR activities, ensure implementation of UNDP and EU visibility strategy in urban areas;
  • Assist with donor visits, provides services of donor guide during donor visits and events in urban areas;
  • Maintain files and folders related to activities of the monitoring by non-state actors on administrative service provision.

Measurable outputs of the work assignment:

  • Number of innovative technologies and practices developed/identified for implementation;
  • Number of cities adopted innovative technologies and practices offered by the Project;
  • Delivery of project resources against annual target.

Performance Indicators for evaluation of results:

  • Effectiveness of the innovative technologies and practices in promoting participatory governance;
  • Quality of process in implementing innovative technologies and practices.

Competencies
  • Strong organizational and time management skills;
  • Excellent interpersonal and communication skills;
  • Mature judgment combined with a proactive, energetic approach to problem solving;
  • Ability to work with a wide cross-section of partners: Government, NGO’s, communities, media and international donors.

Required Skills and Experience
  • Masters` degree in science, sociology, economics, engineering, or related field;
  • 4 years of working experience in the area of decentralisation and monitoring of public service delivery;
  • Experience in working with all level of governments and non-government organizations;
  • Sound knowledge on concept of social mobilisation, decentralisation and sustainable development;
  • Sound knowledge in using IT and social media, ISO and other tools for monitoring of local development and public services;
  • Excellent knowledge of English, fluency in Ukrainian and/or Russian;
  • Sound knowledge of relevant computer applications.
