CBA Project is financed by European Union and co-financed and implemented by UNDP. Its overall objective is to promote sustainable socio-economic development at local level by strengthening participatory governance and encouraging community-based initiatives throughout Ukraine. It is achieved by local communities and local governments by undertaking joint planning and joint implementation of community initiatives. First phase of the Project started in 2008 and was succeeded by its second phase in 2011. The Project has been operational in 25 regions, 264 rayons, 1108 village/city councils and 1109 local communities of Ukraine. More than 20 universities across the country have partnered with CBA Project to utilise CBA experience into their curriculum. The project period is until May 2015. The third phase of the CBA Project (CBA III) has begun with 42 months duration. It carries expanded vision over previous two phases and will be implemented throughout Ukraine. Expanded vision includes project interventions in rural areas, in urban areas and in the areas of knowledge management. Vision of the rural component is to promote (a) strengthening participatory governance through joint decision-making, (b) improving energy efficiency through community initiatives and (c) enhancing income/employment among low-income households. Rural component of the Project is led by a team leader (community development specialist) with necessary technical, non-technical human resources. A community development officer implements community development approach in selected oblast in close coordination central office of the Project and stakeholders in the oblast. In this context, United Nations Development Programme is recruiting a professional with relevant experience and track record for the position of Community Development Officer.

1. Co-manage regional implementation unit (community resource centre) and coordinate with local and regional stakeholders for achieving objective of the Project.
2. Work directly with communities of the region to promote community led development including preparation and prioritization of community development plans for local improvement.
3. Work directly with community organisation (CO) members to facilitate the implementation of community projects and design of sustainable strategies for operation and maintenance of resulting object and/or services.
4. Work to expand partnerships and cooperation between COs and levels of government of the region for the implementation of local community projects and to have local needs, priorities and initiatives integrated into higher level of development planning in the region.
5. Work on conducting community based experimentation in the priority areas of CBA Project (energy efficiency, water supply, public health, environment and agro-business development through cooperatives) in the Project area.
6. Work with CO-members to initiate social and economic/environmental development strategies in community sites of the region.
7. Work as a trainer and resource person in the trainings organized for the communities and other partners in the region.
8. Support establishment/strengthening of rayon/regional level networks in the CBA project area.
9. Prepare progress reports, and other reports as required by the organization.
10. Promote project through stories, articles and other PR activities, ensure implementation of EU visibility strategy.
11. Organize special events based on key UN days or UN/UNDP themes in particular region.
12. Assist with donor visits, provides services of a guide during donor visits and events.

Measurable outputs of the work assignment:

Sustainable socio-economic development promoted at local level through participatory governance and community-based initiatives.

Performance Indicators for evaluation of results:

(a) No. of community organisations developed/strengthened; (b) No. of LDFs, RCCs and CRCs developed/strengthened; (c) No. of community development plans mainstreamed; (d) No. of persons trained; (e) No. of micro-projects supported; (f) No. of media events and media coverage; (g) timeliness and quality of reporting.

• Good interpersonal skills;
• Time management skills;
• Excellent interpersonal and conceptual skills for promotion of economic and social development.

• University degree in social science, environmental science or equivalent;
• Three years working experience with communities for development activities;
• Experience in working with government and non-government organizations;
• Experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint etc.);
• Fluency in Ukrainian/Russian language;
• Knowledge of English is an asset.
