Regional target program "Community Based Approach to Local Development" (CBA – II) was approved!

Read more...On November 18, 2011 regular session of the Sumy Oblast Council considered and supported the regional target program "Community Based Approach to Local Development (CBA – II)" The draft document was prepared by the Department of Economics of Sumy Oblast State Administration in cooperation with the local project team of CBA-II. The main goal is to create an enabling environment for sustainable socio-economic development of rural areas, and its decision will greatly simplify procedures of co-financing community micro-projects. It clearly divides the cost for shares for funding community initiatives between the different levels, thus guaranteeing the financial obligations of the project partners in Sumy oblast.

Sumy region: Results of the CBA Project implementation inspire

Read more...On October 25, 2011 official delegation with Mr. Olivier Adam, UN Resident Representative in Ukraine, visited Sumy region. Delegation also visited Chernecha Sloboda village, one of the pilot communities of CBA. Community of Chernecha Sloboda village with the support of the Project started to solve the problem of access to clean drinking water in 2009. During this time over 6 km of central pipline was built in the village, including 4.5 km. with financial and methodological support of the Project.

Questions on budget co-financing were discussed in Sumy

Read more...On October 10, 2011 a meeting on the preparation of the regional target program "Community Based Approach to Local Development” (CBA) for 2012-2013 years was held at the Department of Economy of the Sumy Oblast State Administration. Mr. Oleksandr Sitak, the Head of the Economic Department of Sumy Oblast State Administration, Ms. Anna Tkachova, the Deputy Head of Financial Department of OSA, Ms. Vera Pavlova, the Head of socio-economic development and budget issues department, were present at the meeting.

38 communities of Sumy region have been selected for participation in the Project

Read more...On 21 and 23 September, 2011 38 village / city councils of 9 rayons were selected fro CBA-II. Another 31 village / city councils have been included to reserve list. The following criteria were taken into account during selection of village councils: the level of socio-economic development, level of provision with drinking water, condition of health care infrastructure, environment, energy efficiency and the status of the energy systems conditions and motivation to participate in the project, commitment to obligations under CBA Project, evaluation activities in frameworks of CBA-I. One of the important evaluation criteria for the selection of village council was an indicator of readiness for cooperation and commitment and willingness to co-finance community projects.

9 pilot rayons of Sumy region are ready for cooperation

Read more...Rayon selection committee meeting in Sumska oblast was conducted on August 4, 2011. 14 applications from rayons have been received after the announcement of the contest. The Commission considered all submitted applications according to defined criteria and approved the following list of 9 rayons that will participate in the second phase of the project: Seredyno-Budsky, Shostkynsky, Glukhivsky, Burinsky, Nedryhaylivskyy, Lipovodolinsks, Lebedinsky, Krasnopilsky, Velikopisarivsky. It was also selected three reserve rayons: Sumsky, Putivlsky, Bilopilsky.

Started first!

Read more...July 01, 2011 is the official start of the second phase of the project in the Sumy region. During the launching seminar a competition for rayon selection was announced. Since only 8 of the 18 districts participated in the first phase of the project, participants with great interest listened about the approach, methodology and results of the CBA in the oblast. For more guards, participants watched specially prepared film, and two "live" success stories were represented to them.
