Establishment of partnershiprelations in Project implementation between Cherkassy RIU and village and rayon authorities is a main task put now  before Project coordinators. With this aim a workshop for the heads of village councils of pilot communities was organized. The position and role of the village head is very important,  successful implementation of medology of social mobilization in the pilot rural communities depends on the village heads.

Symbolic was the fact that Shpoliansky, the geographical center of Ukraine, on 04 October 2011 gathered together 38 village heads and 9 regional coordinators of the EU/UNDP Project "Community Based Approach toLocal Development - II".

Methodology tools of social mobilization, approaches to trainings, UNDP tender procedures, EU/UNDP visibility requirements to joint activities on implementation of the Project in the communities – it is not the whole list of issues that have been discussed during the seminar.

"Now we can talk about partnership, because there is a common understanding of the goals and objectives of the Project as well as understanding of the place and the role of local authorities in implemention of methodology of social mobilization. Right now the understanding has come that we need to do a lot of work together. Along with the fear before the beginning of the great deals now we have a sense of confidence that the results will be achieved and it will be not only rebuilding of social facilities, but also a change of behavior from passive observation to active participation in the development of the native village, "- said one of the participants of the seminar.
