The competition for participation in rayon selection was declared during the second phase of CBA Project on 24 June 2011. Action plan on implementation of Project in oblast foresees that local communities, authorities and self-governance bodies will be planning joint solving of their problems and implementing activities on village development. The total budget of the CBA-II Project will be 17,1 million Euros, (98,4% EU share, 1,6% UNDP share), will be continuing for 4 years and will be disseminated on the whole territory of Ukraine.

The results of competition on rayon selection were approved on 04.08.2011 by the special committee of rayon selection. 18 rayons have applied to participate in the project Upon the results of the selection committee were selected the following rayons:  Antratsytivskiy, Lutygynskiy, Popasnianskiy, Svativskiy, Troyitskiy, Slovianoserbskiy, Milovskiy, Krasnodonskiy, Novopskovskiy. Three reserve rayons were also selected: Perevalskiy, Novoaydarskiy, Statychno-luganskiy.
