Rayon Project seminars were conducted from 29 August till 11 September 2011 in each selected rayon. There were presented new cooperation conditions, were signed Partnership Agreements with rayons, and announced call for application for participation in village councils competition. Till 22 September, all applicants have applied for participation in CBA-II Project.

Oblast Community Development Unit (OCDU) has received 98 applications, which were worked out in accordance to the special range table, and agreed with the Central office.
