Rivne Regional Seminar Marks the Beginning of CBA Implementation in the Regions

On 13th February 2008 Partnership Agreement between UNDP/CBA Project, Rivne Oblast State Administration and Rivne Oblast Council was officially signed in the premises of the Oblast State Administration in presence of about 50 local stakeholders including officials of Rivne Oblast, heads of rayon administrations and councils, NGOs, and mass media. The official event became possible due to keen interest of oblast leadership to understand and implement community based approach to local development in Rivne region.

The session was initiated by Mr. Pavliuk, Deputy Head of oblast administration with a note that it is not possible to maximize development output without bringing together all the development-forces. This concept is more important in present context as the resources are drying up and demand for addressing local problems is rising. He expressed his conviction that the approach offered by the Programme has great potential in resolving this problem.

Deputy Head of oblast council, Mr. Koroliuk drew attention of the audience to the scale of the Project and encouraged all local stakeholders to actively respond to Project initiatives applying for participation and take action to forge partnership with the Project.

Mr. Sah, International Project Manager congratulated Rivne oblast for becoming the first in forging partnership with the CBA Project and briefed about the importance of community based approach for local sustainable development in light of the declarations made at Johannesburg World Social Summit and Local Agenda XXI. He shared the experience of UNDP in Ukraine on community-based development approach. Project experts Ms. Yatsyuk and Mr. Sheyhus presented CBA goals, strategy, modus operandi and terms of partnership. Mr. Vakhnyuk, Municipal Project Coordinator of Rivne MSU, briefed about the activities of the Municipal Governance and Sustainable Development Programme in Rivne and results obtained so far. He pointed out that all achievements became possible only after combining the efforts of local communities, Rivne municipality and the UNDP.

Upon a series of questions and answers, Deputy Governor and Deputy Head of oblast council signed the Partnership Agreement. According to this Agreement, oblast administration will assist and facilitate Project implementation in Rivne region, in particular by means of:
  • allocating a premises for Oblast Implementation Unit / Community Resource Centre,
  • appointing one of Oblast State Administration staff to perform day-to-day coordination with Oblast Implementation Unit,
  • facilitating creation of Oblast Coordination Council, which is to be chaired by the Governor,
  • incorporating development initiatives into program of Oblast Administration.

After signing the Partnership Agreement, representatives of oblast leadership expressed gratitude to UNDP management for extending its support to Rivne oblast and assured his commitment to achieve excellent results.


Community Based Approach to Local Development Project is funded by the European Commission within the framework of technical assistance Programme and is co-financed and implemented by the United Nations Development Programme (UNDP). The project supports communities in all regions of Ukraine in covering the most urgent developmental needs through self-organization, capacity building, and implementation of small-scale community initiatives.
