In Donetsk Region Community Development Initiatives Disseminate to Non-Pilot Areas.

Rayon authorities and representatives of local communities have shown interest in participating in the second phase of CBA. Taking into account the interest from non-pilot areas, community development officers held a series of seminars to promote CBA methodology  for 10 non-pilot rayons in December 2010. This attracted more than 100 representatives from rayon authorities and rural communities.

As of today CBA methodology is being disseminated in pilot and non-pilot rayons of the region: 39 community organizations have been officially registered in non-pilot communities of the pilot rayons; initiative groups have been created in communities of the non-pilot rayons.

LDFs function in all pilot rayons, while rayon community resource centers consult with citizen’s initiative groups regarding the initiation of civil society organizations, as well as participation of community organizations in other competitions.

Rayons and village councils reserved clear balance funds to co-finance community micro-projects in the framework of the CBA-II.

It should be noted that donors often give a higher preference to pilot CBA-I communities. For instance, Artemivsky rayon launched its regional development project ‘Improvement of investment environment in Artemivsky rayon, Donetsk region’. This project aims to increase the level of extrabudgetary funds and investments provided to this area. The goals of the Project are: improving the investment climate Artemivsky area, creating an effective system of investment policy in the region, dynamic economic development in the district, and a steady increase in the standard of living of residents of the region. There are also separate individual projects under this project.

In April 2011 the delegation of the Lubun province, Poland visited the Artemivsky rayon and Krasnenska community to see their achievements in cooperation with the CBA and international donors. In May 2011 ‘European Bus’ delegation is going to visit two non-pilot communities in Dobropilsky rayon.

Currently, village councils of the Donetsk region are preparing applications for the National competition of projects and programs on development of local self-governance. Furthermore, a regional competition of mini-grants among community organizations from all rayons of the region will be launched by the Donetsk oblast council.

The competition in 2011 is aimed at promoting and supporting rural communities as they solve their local social-economic problems, and to raise the level of activity of these communities.
