The History of Project Implementation in the Region rivne

 

On 4 December 2007 the delegation of the Rivne region, led by the Deputy Head Pavlyuk S. I., participated in the opening conference of the Project. During the conference the Project was presented and key aspects of its implementation with the participation of national and local partners, and the international donor community were discussed. The conference laid out a foundation for further deployment of project activities at the local level. On 13 February 2008, a tripartite partnership agreement, between the UNDP/CBA Project, Rivne Regional State Administration and the Rivne Regional Council was signed. The official event was possible thanks to a deep interest of leaders of the Rivne region, to put in place a community based mechanism for development in the region. The Rivne region was the first region in Ukraine to sign an agreement of cooperation with the Project.

On 6 and 7 July 2008 workshops were held by the Regional State Administration with the support of the Main Department of Economics and the Investment Policy, to select village councils in 8 pilot rayons. Five village councils will work in each of the pilot rayons.

The Rivne region was the first of the regions of Ukraine where the draft of the Project “Comminity Based Approach to Local Development” was presented. The first regional seminar on the implementation of the project was held on 13.02.2008 immediately after the partnership agreement was signed. With the participation of the regional administration, the regional council for the project and an action plan for the project implementation were presented to the heads of all local authorities and councils of the region. The beginning of the competitive selection of rayons for the project was announced.

In the following three-week period up to 05.03.2008, all the rayons of the region applied for participation in the competition, by demonstrating their interest in the project and readiness to implement the principles and mechanisms of the project.

26.04.2008 – a regional subdivision of the project was created. The designated contacts from the regional state administration that will coordinate the cooperation of the project with the regional administration are: Ivanka Kalytynska economist of innovation and investment policies, and regional project assistant Olga Kashevskiy and Vladimir Filitsa. The Address: Rivne, Str.Slovatskoho 1, was selected as the regional office of the subdivision.

19.05.2008 - a meeting was held in Kiev on the competitive selection of districts, with the participation of Stephen Pavlyuk, Deputy Head of Regional State Administration, Svetlana Turchynyuk, Rivne regional assistants, mobilizing communities, and representatives of the headquarters of the project. The meeting included the presentation of results, discussion and selection of 8 pilot districts. Following the discussion, 8 districts were selected for project implementation: Zarichne, Sarnensky, Dubrovyts'kyy, Rokytnivskyi, Mlyniv, JV Radyvyliv, Koretsky, Goshchansky, and 5 areas were selected for reserve: Ostrozky Volodymyrets, Kostopolsky, Bereznyvskyi, Demidov.

From 6 to 10 June 2008 - regional seminars were held in the 8 selected districts. In the selected rayons, the perspectives and conditions for participation in the project at a district level were presented. Both the Project and the action plan for project implementation in the local region level were presented, and a partnership agreement between the Project, district administrations, and district councils. The beginning of the competition to select village councils was announced.

By the joint decision of the Selection committee, the following village councils were selected for the implementation of the “Community Based Approach to Local Development” Project:

• Koretsky District: Sapozhinskaya, Mezhyrits'ka, Koretskaya City Council Svitanivsku, Ustyansku (back: Nevirkivsku Ivanivs'ke);

• Goshcha District: Kurozvanivsku, Babynsku, Hoshcha, Bochanytsku, Voskodavsku (back: Posyahvivsku, filial);

• Mlyniv District: Nicholas, Dovhoshyyivsku, Korablyschensku, Pidloztsivsku, Horupansku (back: Malodorohostayivsku, Dobriatyns'ka, Pidgajets'ka);

• Radyvyliv region: Druzhbivsku, Ridkivsku, Dobryvodsku, Ivaschukivsku, Oktyabrskaya (back: Sytnensku, Boratyn);

• Sarny District: W. Verbchenska; Selyschanska; Tynnenska; Korostska; Klesiv (back: Tutovytska; Lyuhchanska; Lyubykovytska);

• Rokytne District: Hlynnivska, Rokkytnivska, Blazhivs'ka, Tomashgorod, Snovydovytska (back: Borowski,. Masevytska, Karpylivska);

• Dubrovytsky District: Dubrovyts'kyy City Council, Mylyatska, Mochulyschenska, Tryputnyanska, Udrytska (back: Zhadenska, Osivska, Svarytsevytska, Seletsky);

• Zarichnyanskoho District: Zarichne, Dibrivs'ke, Cuban, Nenkovytska, Sernytska (back: Kuhchenska, Nobelska, Kuh.Vilska, Vychivska).
