Community Development Officer, Kyiv and Luhansk regions, SC (Based Approach to Local Development, Phase III) - 2 Positions

Background

The Community Based Approach (CBA) Project is financed by the European Union and co-financed and implemented by UNDP. Its overall objective is to promote sustainable socio-economic development at local level by strengthening participatory governance and encouraging community-based initiatives throughout Ukraine. It is achieved by local communities and local governments by undertaking joint planning and joint implementation of community initiatives. The first phase of the Project started in 2008 and was succeeded by its second phase in 2011. The Project has been operational in 25 regions, 264 rayons, 1108 village/city councils and 1109 local communities of Ukraine. More than 20 universities across the country have partnered with the CBA Project to include the CBA methodologies and experience into their curriculum. The third phase of the CBA Project (CBA III) has begun and the duration will be approximately 42 months. The project will continue with the vision developed in phases one and two, expanded and implemented throughout Ukraine. The “expanded vision” includes project interventions in rural areas, urban areas and in the areas of knowledge management. Rural component of the Project is led by a team leader (community development specialist) with necessary technical, non-technical human resources. A community development officer implements community development approach in selected oblast in close coordination from the central office of the Project and stakeholders in the oblast. In this context, the United Nations Development Programme is recruiting a professional with relevant experience and record of accomplishment for the position of “Community Development Officer”.

Duties and Responsibilities
  • Co-manage regional implementation unit (community resource center) unit and coordinate with local and regional stakeholders for achieving objective of the Project;
  • Mobilize local communities, develop and nurture housing associations (HAs) to enable them to serve as development partners in local development;
  • Work directly with COs/HAs to promote community led development including preparation and prioritization of community development plans for local improvement;
  • Work directly with COs/HAs-members to facilitate the implementation of community projects and design of sustainable strategies for operation and maintenance of resulting object and/or services;
  • Work to expand partnerships and cooperation between COs/HAs and the city councils for the implementation of local community projects and to have local needs, priorities and initiatives integrated into development planning of the city council;
  • Work on conducting community based experimentation in the areas of alternative energy, environment improvement energy efficiency, water supply, public health, environment and agro-business development through cooperatives and other priority areas of the Project;
  • Work as a trainer and resource person in the training organized for the communities and other partners in the region;
  • Support establishment/strengthening of rayon/regional level networks in the CBA project area;
  • Prepare progress reports, and other reports as per required by the organization;
  • Promote project through stories, articles and other PR activities, ensure implementation of EU visibility strategy;
  • Organize special events based on key UN days or UN/UNDP themes in particular region;
  • Assist with donor visits, provides services of donor guide during donor visits and events.
  • Measurable outputs of the work assignment:

    Sustainable socio-economic development promoted at local level through participatory governance and community-based initiatives.

    Performance Indicators for evaluation of results:

    No. of community organisations developed/strengthened; (b) No. of LDFs, RCCs and CRCs developed/strengthened; (c) No. of community development plans mainstreamed; (d) No. of persons trained; (e) No. of micro-projects supported; (f) No. of media events and media coverage; (g) timeliness and quality of reporting.

    Competencies

  • Required Skills and Experience
  • University degree in social science, environmental science or equivalent;
  • Three years working experience with communities for development activities;

  • Fluency in Ukrainian/Russian language;
  • Knowledge of English is an asset.

    The Urban component of the Project comprise of technical and non-technical staff led by the Urban Development Specialist. The Urban Governance Officer implements the vision of the Project on innovative governance and technologies. While the Urban Governance Officer will have a direct reporting line to the Project Manager, the project encourage teamwork and a matrix approach to reporting and communication lines.     Under the direct supervision of International Project Manager, the incumbent will -

  • Establish a network of project-partners at municipal, regional and national levels and provide a professional platform for further networking and partnership building between the government, local authorities, civil society, and other development organizations in the subject area to achieve progress in project implementation;
  • Work directly with the municipal authorities to promote implementation of innovative governance practices at the municipal level;
  • Facilitate the selection of municipal micro-projects eligible for project support following competitive procedures;
  • Facilitate the work of engaged consultants/experts to prepare a collection of best practices of the project and information communication materials;
  • Support in internalization/replication of successful practices by municipalities and adoption of public recommendations by local authorities;
  • Provide support in development of necessary training materials and implementation guidelines for municipal authorities;
  • Provide support to the development of a web site, devoted to the collection of best practices of public monitoring on administrative service delivery;
  • Organize special visibility events within the scope of Project activities in urban areas;
  • Report on progress in the areas of responsibility and provide advice on effective project policies and procedures;

    Under overall supervision of Community Development Officer in Chernivtsi and Administration Officer in Kyiv, the incumbent should perform the following functions:

  • Timely and safe driving of project employees, consultants, project guests, project visitors, UNDP staff in the project official vehicles at the authorization from the project management;
  • Performing tasks related to the daily maintenance of the vehicle;
  • Maintaining daily vehicle logs (mileage, fuel consumption, travel routs) and submitting logs to the project administrative assistant on a timely basis;
  • Ensuring that repair and maintenance services are done on project vehicles in time;
  • Ensuring that all instructions regulating safe driving behaviour and Rules of the Road are in hand and strictly followed;
  • Ensuring that the vehicle has valid insurance;
  • Driving the project’s vehicle for delivery and collection of mails, documents, pouches, equipment and other administrative tasks as required under the project;
  • Providing assistance in checking the completeness of micro-projects documents and following up on missing records;
  • Assist in the organization of and logistical preparation for field trips, visiting missions, etc.;
  • Assist in reviewing records related to in-country missions and field trips;
  • Support in registry of incoming and outgoing documents and correspondence;
  • Provide operational support to project activities;
  • Assist in general maintenance of the office premises;
