A major initiative of the European Union that promotes reforms in Ukraine, the Project “Community Based Approach on Local Development” was initiated in Lugansk in April of 2008—on this day the regional implementation unit for the project was organized.

After the completion of the competitions of Lugansk rayons for the participation in the Project, on 19 May 2008 a list of rayons, those were selected for participation in the CBA Project, was presented. The review of applications and selection of rayons took place during a workshop in the central office of the Project in Kyiv, with the participation of members of the Project, the UNDP, regional Project Implementation Unit (Anna Borova) and representatives of the regional state administration (Yury Atyushkin).

As a result of the 12 rayons of the Lugansk region, 8 were chosen for participation in the project: Popasnaja, Svativsky, Bilovodsky, Belokurakinskogo, Kreminskiy, Starobelsky, Antratsitovsky, Stanichno-Lugansk rayons. Markov and Lutugyns'kyi rayons were chosen as reserves.

By June 2008 the representative of the regional project implementation (Anna Borova) and the Project coordinator of the Lugansk State Administration (Olga Ribalka) held regional seminars, during which a tripartite agreement was signed regarding the partnership between rayon administrators and district councils in the 8 rayons listed above. Five villages were chosen on a competitive basis in each of the rayons:

  • Bilovodskyy rayon had ​​8 applications, during a meeting on 09/07/2008, the following were selected: Yevsuzku, Pluhatarsku, Novolymarivsku, Kononivsku Bilovods'ka and village councils (and for reserve: Semykozivsku, Novoleksandrivsku, Lytvynivsku);
  • Starobelsk rayon had ​12 applications, during a meeting on 7/9/2008, the following were selected: Kalmykivsku, Vyshnivskau, Butivsku, Polovynkinsku, Shulhynsku village councils (and for reserve: Chmyrivsku, Nyzhnopokrovsku, Tytarivsku, Sadkivs'ka, Baydivsku, Karayashnytsku, Shpotynsku);
  • Stanichno-Lugansk rayon had 7 applications, during a meeting on 7/9/2008, the following were selected: Shyrokivs'kyy, Krasnotalivsku, Ol'khovskii, Peters, Nicholas village councils (and to reserve: St.Luhansku, Teplivsku)
  • Antratsitovskaya rayon had ​​8 applications, during a meeting on 07/10/2008 the following were selected: Yesaulivsku, Kosharsku, Bobrykove, Rebrykivsku, Nyzhnyenaholchansku village councils (and for reserve: Malomykolayivsku, Krasnoluts'ka, Rafayilivsku);
  • Kreminskiy rayon had ​​8 applications, during a meeting on 07.10.2008 the following were selected: Nevsky, Yepifanivsku, Novokrasnyansku, Baranykivsku, Varvarivske village councils (and for reserve: Novoastrahansku, Golubivs'ka, Borovens'ka);
  • Svatovo rayon had ​​10 applications, during a meeting on 07.10.2008, the following were selected: Raigorods'kyi, Miluvatsku, Kuzemovs'ky, Rudivsku, Mistkivsku village councils (and to reserve: Kolomychivsku, Mankovsky, Kovalivs'ke, Oborotnivsku, Goncharivske);
  • Belokurakinskogo rayon had ​​12 bids submitted, of which during a meeting on 11.07.2008 the following were selected: Prostorivsku, Red Army, Oleksandropilsku, Kuryachivsku, Nescheretivsku village councils (and to reserve: Lyzynsku, Belokurakinskogo, Bunchukivsku, Demyanisku, Sharivsku, Lozna-Olexandrivska, Tymoshynsku);
  • Popasnaja rayon had ​​7 applications, during a meeting on 07.11.2008, the following were selected: Kalynivs'ke, Maloryazantsivsku, Myrnodolynsku, Vovcharivsku, Komyshuvatsku village councils (and to reserve: Vrubivsku).
