First Partnership Agreements of Rivnenshchyna Community Projects Implementation

First three Partnership Agreements of Rivnenska oblast community projects implementation were signed in Rivne State Administration on 19 February 2009 between United Nations Development Programme (UNDP) and rural communities – Velykomezhyritska community organisation  Nadiya(Energy conservation in village Velyki Mezhyrichi polyclinic of local hospital project), Koretska community organisation  Nadiya(Improvement of energy conservation conditions of Korets child school of arts project), Babynska community organisation  Promin (the Project Heat conservation of kindergarten Kazkovy svit in village Babyn, Goloshchansky rayon).

First installment will be made by European Committee and UNDP to Rivnenska oblast for the implementation of eight community projects from six rayons of Rivnenska oblast (Goloshchansky, Koretsky, Sarnensky, Rokytnyansky, Dubrovytsky, Zarichnensky) during March 2009.

Signing of Partnership Agreements with communities is a logical step in implementation of the CBA project that commenced in Rivnenska oblast in the end of 2007. During this period a massive awareness campaign with population was held, 40 rural community organizations were registered in 40 selected villages from eight rayons of Rivnenska oblast, trainings of leaders was held, villages development plans were elaborated, and urgent community problems that would be efficiently-solved in the framework of the CBA Project were determined.

Each community project will be financed according to the multi-stakeholders cooperation principle: UNDP (50% of value – up to 10 thousand dollars), rayon and local authorities (45% of value), and the community (5% of value).

Main objective of the CBA Project is to create enabling environment for long-term self-sustaining social-economic and civil development at local level by promoting local self-governance and community-based initiatives. The Project is aimed at the self-salvation of social problems and improvement of living conditions in rural and (semi-) urban communities through sustainable community-based self-help initiatives.
