Signing of Partnership Agreement in Zhytomyr Marks the Beginning of CBA Implementation in the Region

On 26th February 2008 Partnership Agreement between UNDP/CBA Project, Zhytomyr Oblast State Administration and Zhytomyr Oblast Council was officially signed in the premises of the Oblast State Administration in presence of about 70 local stakeholders including officials of Zhytomyr Oblast, heads of rayon administrations and councils, NGOs, and mass media. The official event became possible due to keen interest of oblast leadership to understand and implement community based approach to local development in Zhytomyr region.

The session was initiated by Mr. Orlov, Deputy Head of oblast administration with a note that it is important to attract investments to the oblast. He specified that the CBA Project topicality lies in its support of villages and settlements. In his opinion, this approach has great potential for region problems solving. Mr Orlov expressed his conviction that local authorities support the Project realization and expressed expectation for long-term cooperation.

Mr. Sah, International Project Manager expressed gratitude for invitation to present the CBA Project in Zhytomyr oblast, mentioned Zhytomyr hospitality and briefed about the importance of community based approach for local sustainable development in light of the declarations made at Johannesburg World Social Summit and Local Agenda XXI. He shared the experience of UNDP in Ukraine on community-based development approach. Project experts Ms. Yatsyuk and Mr. Sheyhus presented CBA goals, strategy, modus operandi and terms of partnership.

Upon a series of questions and answers, Governor and Head of oblast council signed the Partnership Agreement. According to this Agreement, oblast administration will assist and facilitate Project implementation in Zhytomyr region, in particular by means of:

·                    allocating a premises for Oblast Implementation Unit / Community Resource Centre,

·                    appointing one of Oblast State Administration staff to perform day-to-day coordination with Oblast Implementation Unit,

·                    facilitating creation of Oblast Coordination Council, which is to be chaired by the Governor,

·                    incorporating development initiatives into program of Oblast Administration.

After signing the Partnership Agreement, representatives of oblast leadership expressed gratitude to UNDP management for extending its support to Poltava oblast and assured his commitment to achieve excellent results.
