20 Village Councils Determined in Odeska Oblast for Participation in the CBA Project

Joint EU/UNDP Community Based Approach to Local Development (CBA) Project continues its activities in Odeska oblast.


On 16 September selection of target communities was held in 4 rayons, namely, Kotovsky, Kodymsky, Savransky, and Frunzivsky rayons. As a result of the competition held, 20 village councils from 4 rayons (5 VC per each rayon) have been selected to participate in the CBA Project. 7 more village councils are put in reserve.

A call for application was made at rayon seminars, held in Odeska oblast from 7 till 14 August. In general, the village council selection committee received 40 applications from 4 mentioned above rayons.

The ranked applicants were discussed in ‘village council selection committee’ meetings held for the rayons ready for VC selection. Participants of the meeting included deputy head of Chief Department of External Economic Ectivities and European Integration, coordinator and assistants of Odeska oblast implementation unit, representatives from rayon state administrations. Village heads were also invited to the selection meeting.


The Committee took into consideration the following criteria: socio-economic state of the territory development (based on the rayon ranking), problems with health services, water supply and local transportation, energy, environment. One of the most important estimation criteria was the readiness of VC to cooperate, meet obligations, and fund community projects.


According to the list confirmed, the CBA Project will fund community initiatives in the following village councils:

·          Kotovsky rayon: Petrivska, Borivska, Bochmanivska, Novoselivska, Chapaevska village councils with Nestoiyska VC in reserve;

·          Kodymsky rayon: Tymkivska, Zahnitkivska, Krutivska, Bashtankivska, Smolyanska village councils with Budeivska, Petrivska and Pyrizhnyanska VCs in reserve;

·          Savransky rayon: Bajbuzivska, Kamjanska, Kapustyanska, Savranska, Dubynivska village councils with Bakshanska VC in reserve;

·          Frunzivsky rayon: Frunzivska, Zatyshanska, Leninska, Vojnychivska, Maryanivska village councils with Pavlivska and Perekhrestivska VCs in reserve.

On 2 September 2008 village council selection committee selected also 20 village councils from 4 more rayons of the oblast (5 VCs per each rayon) to participate in the CBA Project. 10 more village councils are put in reserve.

The competition for village councils selection was announced during rayon seminars, held in Odeska oblast from 7 till 14 August. In general, the village council selection committee received 49 applications from Artsyzky, Bilhorod-Dnistrovsky, Bolhradsky, and Ivanivsky rayons.

According to the list confirmed, the CBA Project will fund community initiatives in the following village councils:

·          Artsyzky rayon: Kholmska, Novoivanivska, Ostrivnyanska, Pryamobalkivska, Vynogradivska village councils with Nadezhdivska VC in reserve;

·          Bilhorod-Dnistrovsky rayon: Semenivska, Prymorska, Brytivska, Shabivska, Salhanska village councils with Velykomarjanivska, Krasnokosyanska and Udobnenska VCs in reserve;

·          Bolhradsky rayon: Tabakivska, Zhovtneva, Dmytrivska, Horodnenska, Bannivska village councils with Vasylivska, Krynychenska and Chervonoarmijska VCs in reserve;

·          Ivankivsky rayon: Buzynivska, Bilchanska, Konoplyanska, Petrivska, Radisnenska village councils with Baranivska, Blagojevska and Pavlynska VCs in reserve.
