Luhanska oblast is in eastern part of Ukraine. It borders with Russia on the east and such Ukrainian regions as Donetsk and Kharkiv. Luhansk region territory occupies 4.4% of the total area of Ukraine with a population of about 2.2 mln. About 87% of the region population lives in cities and towns.
Luhansk oblast includes 18 rayons, 37 cities, 109 urban villages, 708 villages.
The largest cities and towns of the region are Luhansk, Alchevsk, Severodonetsk, Lysychansk, Krasnodon.
Luhansk region has a highly developed heavy industry. There are also such industrial branches as machine building, metallurgy, extracting industry, chemical and oil refinery and power generation. Climate conditions and soil fertility in Luhansk region let also develop agricultural sector.
The EU/UNDP CBA Project Implementation in Luhanska Oblast
Implementation of the first phase of the EU/UNDP CBA Project commenced in Luhansk region during December 2007. First phase was succeeded by a second phase in July 2011. Over these two phases 68705 of men, women and children of the region have benefitted from improvement in 28 schools/kindergartens, 6 healthposts, 30 water supply, 24 street-lightning and so on. This happened through joint effort of the citizens, oblast/rayon/local level governments, the EU/UNDP CBA Project and the private sponsors.
Energy Efficiency in Luhanska oblast
Third phase of the EU/UNDP CBA Project was initiated in Luhanska oblast with regional launching and signing of MoU which took place on October 9th, 2014. The oblast received a quota of 8 rayons for standard\replication components. Besides, urban component of the EU/UNDP CBA Project will be implemented in 2 cities (Sievierodonetsk and Rubizhne). It is expected to implement 10 microprojects in these two cities. The estimated budget of these microprojects is around USD 62 ths.
Rayons selected for the EU/UNDP CBA-III Project: Bilovodskyi, Troitskyi, Starobilskyi, Milovskyi, Svativskyi, Kreminskyi, Novopskovskyi, Novoaidarskyi.
Micro project approved as of 4 January 2016: 31 micro projects (6 – health, 17 – energy saving, 3 – water supply, 5 – energy efficiency). Around 1,311,300 persons will benefit from implementation of these initiatives. Total budget for the initiatives is approx. UAH 11.6 mln (USD 522,523). The EU/UNDP CBA Project will provide around UAH 7.5 mln (USD 337,838).
2 cities supported for partnership in the EU/UNDP CBA Project within the framework of the urban development component – Rubizhne and Severodonetsk.
Microprojects approved as of 12 January 2016: 19 micro-projects (12 in Rubizhne and 7 in Severodonetsk). Around 6,500 people will benefit from implementation of these initiatives. Total budget for the initiatives is around UAH 4 mln (approximately USD 180 ths). The EU/UNDP CBA Project will provide approx. UAH 2.2 mln (more than USD 99 ths).
