On 13 March 2009 the first meeting of the Steering Committee was held in Zaporizhya. 107 people participated in the meeting, namely, representatives of Zaporizka OSA and RC, representatives of
selected RSA and RC, heads of 40 village councils and heads of 40 created COs.
